PPRS ROUND I TPV: Vetting survey of Public Private Partnership Community Based Low-cost Private Schools in Rural Sindh with Sindh Education Foundation (funded by WORLD BANK) at District Dadu and Kambar-Shahdadkot.

In February, 2009 AHD provided consultancy to Sindh Education Foundation at two districts of Sindh i.e Dadu and Kambar-Shahdadkot. As per agreement of the consultancy, AHD verified the data of 190 applicants at district Dadu and Kambar-Shahdadkot. After the data collection at villages, AHD also converted the data into computer for analysis and study purpose so that according to set criteria, final schools could be selected for opening as Low-cost community based private schools in rural Sindh.

Vetting process included 35 technical persons of 3 persons in each team, teams cluster supervisor, data controller, district coordinator and one lead consultant. They had multidimensional technical algorithm questionnaires for vetting of applicant date. It followed the following procedure:

  • Interviews of 5 teachers at proposed village location for verification that they are qualified and if school open, at least 3 teachers will volunteer to teach at school.
  • Interview of 3 noble/notable/opinion makers at village to verify that they had information that entrepreneur is opening school at their village and they will support it morally and technically for successful operations.
  • Measuring, taking photo, and analysis of proposed school building to make sure it is vacant, safe and under the control of entrepreneur for long term running of private school at proposed village.
  • Verification of age 5-9 children in village by conducting 24 household survey of village and recording their GPS (Global Positioning System) location so that they can be accessed anytime later for further verification or pursuance.

 

PPRS ROUND II TPV: Vetting survey of Public Private Partnership Community Based Low-cost Private Schools in Rural Sindh with Sindh Education Foundation (funded by WORLD BANK) at District Dadu and Thatta.

In July, 2009 AHD also qualified for round II re-verification consultancy to Sindh Education Foundation at two districts of Sindh i.e Dadu and Thatta. Consultancy ToR were similar to that of round I consultancy with some improved methodologies experienced during round I. As per agreement of the consultancy, AHD verified the data of 238 applicants at district Dadu and Thatta. After the data collection at villages, AHD also converted the data into computer for analysis and study purpose so that according to set criteria, final schools could be selected for opening as Low-cost community based private schools in rural Sindh.

Vetting process included 35 technical persons of 3 persons in each team, teams cluster supervisor, data controller, district coordinator and one lead consultant. They had multidimensional technical algorithm questionnaires for vetting of applicant date. It followed the following procedure:

  1. Interviews of 5 teachers at proposed village location for verification that they are qualified and if school opened, at least 3 teachers will volunteer to teach at school.
  2. Community gathering at each village and collection information on schools and education trend along with some social information about village and their livelihood.
  3. Measuring, taking photo, and analysis of proposed school building to make sure it is vacant, safe and under the control of entrepreneur for long term running of private school at proposed village.
  4. All functional and non-functional government/NGOs/Private/Madarsaah/Masjid schools in 3 km radius of proposed school to accurately measure the need of opening schools at proposed location.

 

PPRS ROUND II REVERIFICATION PHASE: Vetting survey of Public Private Partnership Community Based Low-cost Private Schools in Rural Sindh with Sindh Education Foundation (funded by WORLD BANK) at District Dadu and Larkana.

In November 2009, Sindh Education foundation announced the result of Round II and according to that result no applicant could qualify for opening of school. Resultantly, SEF shortlisted highest points achievers and announced re-verification of shortlisted applicants. Action for Humanitarian Development was directly selected for re-verification of applicant due to its consistent high performance and awarded district Larkana and Qambar-Shahdadkot. Re-verification was designed to conduct interviews with teachers, record information of functional and non-functional schools in 3 km radius, and recording of proposed building for school information like measurement of area and photography along with GPS information recording.

 

Integrated Education Learning Program (IELP) Phase-I with Sindh Education Foundation, Govt. of Sindh at District Jacobabad, Ghotki, Shikarpur and Dadu (1100 schools)

In May 2010 AHD provided consultancy services to Sindh Education Foundation at four districts of Sindh i.e Jacobabad, Shikarpur, Ghotki, and Dadu. As per agreement of the consultancy, AHD verified the data of 1100 applicants at consultancy agreement districts. After the data collection at villages, AHD also converted the data into computer for analysis and study purpose so that according to set criteria, final schools could be selected for opening as Low-cost community based private schools in rural Sindh.

Vetting process included 60 technical persons of 2 persons in each team, one supervisor over 5 teams, one district coordinator at each district and one lead consultant. They had multidimensional technical algorithm questionnaires for vetting of applicant date. It followed the following procedure:

          • Interviews of 5 teachers at proposed village location for verification that they are qualified and if school opened, at least 3 teachers shall be hired to teach at school.
          • Measuring, taking photo, and analysis of proposed school building to make sure it is vacant, safe and under the control of entrepreneur for long term running of private school at proposed village.
          • Verification of age 10 children in village by conducting
